Microsoft released a 37-page "humanist AI code of conduct" on September 14, setting binding behavioral rules for its AI models — including explicit prohibitions on hacking systems and tricking humans — as the broader industry debates whether frontier development is moving too fast to control.
According to TechCrunch, the code of conduct divides into two layers: broad humanist principles — supporting humans rather than replacing them, accelerating human flourishing — and specific safety constraints meant to operationalize those principles. The no-hacking and no-deception rules fall in that second, more concrete layer.
The Verge reports the document was published amid "growing safety concerns over AI model progress," timed closely to Amodei's weekend call for a coordinated slowdown. That context matters: Microsoft is framing the code as a proactive governance move, not a response to a specific incident.
What the document does not contain, at least based on current reporting, is any detail on technical enforcement — no mention of red-team audits, third-party evaluators, or model-level refusal benchmarks. That gap is worth watching. A principles document without a verification mechanism is a policy statement, not a safety guarantee.
The release lands roughly two weeks after the AI safety debate sharpened significantly. Amodei's public call for slower development — and his openness to third-party safety audits at Anthropic — set a new baseline for what "taking safety seriously" looks like in public discourse. Microsoft's code of conduct is a different kind of response: broader, more philosophical, and less operationally specific than what Amodei proposed.
